How to Get a LUCID Number in Germany: Step-by-Step (2026)
Why You Need a LUCID Number
If you place any packaged product on the German market — even a single unit — you are a "producer" under the German Packaging Act (VerpackG) and must register in the LUCID Packaging Register. There is no de minimis threshold. No minimum volume. No small-business exemption.
Amazon began verifying LUCID numbers in 2022. eBay followed soon after. If you sell in Germany without a valid LUCID number, your listings will be deactivated.
Step 1: Register at the LUCID Portal
Go to [lucid.verpackungsregister.org](https://lucid.verpackungsregister.org) and click "Register as a Producer."
You'll need:
- Company name, legal form, and registered address
- VAT ID (USt-IdNr.) or tax number
- Authorised representative details (if your company is based outside Germany — and yes, this is different from the WEEE AR requirement)
- Brand names used on the German market
- Packaging types you place on the market (see below)
*Registration is free** and non-delegable — you must complete it yourself. Third parties cannot register on your behalf, though they can assist with the process.
Step 2: Understand Your Packaging Types
VerpackG distinguishes between several packaging categories:
- Sales packaging (Verkaufsverpackungen): The packaging that reaches the end consumer — your product box, a shopping bag, a blister pack
- Grouped packaging (Umverpackungen): Additional packaging that groups multiple sales units (e.g., a multi-pack wrap)
- Transport packaging (Transportverpackungen): Pallets, stretch wrap, outer cartons — typically B2B
Most marketplace sellers only need to register for sales packaging. If you also ship pallets to Amazon FCs, you may have transport-package obligations as well.
Step 3: Receive Your LUCID Registration Number
After submitting your registration, the Zentrale Stelle Verpackungsregister (ZSVR) reviews your application. Registration numbers are typically issued within 3 business days, though they can arrive sooner.
You'll receive:
- A LUCID registration number (format: DE followed by numbers)
- Access to the LUCID data-reporting portal
- A registration certificate (downloadable PDF)
*Save this number.** You'll need it for:
- Your Amazon Seller Central compliance page
- Your dual-system contract
- Your annual data report to the ZSVR
Step 4: Contract a Dual System
LUCID registration alone is not sufficient. You must also license your packaging volumes with a dual system (duales System) — a PRO that organises collection, sorting, and recycling of household packaging waste.
The major dual systems in Germany:
|-------------|-------|
| Der Grüne Punkt | The original, widely recognised |
|---|---|
| BellandVision | Competitive pricing |
| Reclay | Good for smaller volumes |
| EKO-PUNKT | Simple online interface |
| Zentek | Specialises in service packaging |
*How it works**: You estimate your annual packaging volume (per material: paper/cardboard, plastic, glass, aluminium, etc.), the dual system quotes a fee, you sign the contract, and they handle the rest. At year-end, you reconcile your estimate with your actual volumes.
Step 5: Report to LUCID
Every year, you must file two data reports:
1. Declaration of Completeness (Vollständigkeitserklärung) — only for large volumes (varies by material) 2. Annual data report (Datenmeldung) — for all registered producers
Your LUCID data report and your dual-system data report must match. Mismatches are flagged automatically and can trigger compliance investigations.
Step 6: Keep Your Registration Current
- Update LUCID immediately if your company details change
- Update your brand list if you add new product lines
- De-register if you permanently stop selling in Germany
Common Mistakes to Avoid
❌ Registering in LUCID but skipping the dual-system contract — this is the #1 mistake. Both are mandatory.
❌ Using one LUCID number for multiple legal entities — each legal entity needs its own registration.
❌ Forgetting to update Amazon — your LUCID number in Seller Central must always be current.
❌ Mismatched volume reports — reconcile your LUCID and dual-system data before submitting.
What About FBA Sellers?
If you use Amazon FBA (Fulfilment by Amazon), Amazon is considered the "producer" for transport packaging and some grouped packaging. However, you remain responsible for sales packaging — the packaging that reaches the consumer. You need your own LUCID registration for that.
Amazon provides some dual-system coverage for FBA shipments, but this does not cover your sales packaging obligations. Do not rely on Amazon's fulfilment to handle your VerpackG compliance.
Lead Times Summary
|------|-------------|
| LUCID registration | 1–3 business days |
|---|---|
| Total time to compliance | ~1–2 weeks |
*Start now.** Don't wait for a marketplace warning — by then, your listings may already be blocked.
